The waiting problem

In agencies the common pattern is not refusal but waiting. Staff wait for an unambiguous statement of what is allowed in a statutory decision.

Training delivered before that statement lands has very little effect.

Write the sentence

One clear sentence per process, naming what may be assisted and what may not, moves fluency scores more than a training programme.

Then measure

Score the directorate before and after the clarification. It is the cheapest evidence of impact a programme can produce.
