One number, five realities

A 54 percent adoption figure can mean every site is halfway there, or that two sites are excellent and three have not started.

The two situations need completely different responses and the number cannot tell them apart.

Showing how many people sit in each readiness tier, by site, changes the conversation from whether the programme is working to which plant goes next.

Then act on the tail
