Permission is not capability
A completed risk review grants permission. It does not give an analyst the confidence to tell a well-formed but wrong answer from a correct one under time pressure.
That gap is where most regulated AI value quietly disappears.
Judgment is observable
Ask people how they would handle a realistic ambiguous case and their answers cluster. Some verify against a source, some escalate, some accept the output because it reads well.
The distribution of those answers across a function is a far better predictor of safe adoption than any attestation.
Closing the gap
Short, scenario-based practice beats long policy training. Ten minutes on a realistic case, with a clear right answer and a clear reason, shifts behavior in a way a policy deck does not.
Repeat it per cycle and you get a curve you can show to the second line.
