The library nobody opens

Most utilities already have an enormous amount of captured knowledge. Very little of it is consulted during the work it was written for.

Adding an AI layer on top does not change that unless the habit changes with it.

Measure the consulting habit

Whether a crew checks a source before improvising is a behavior you can score, and it varies enormously by district.

It also predicts which knowledge capture investment will pay back.

Start where the habit exists

Deploy first in districts that already consult sources, prove the time saving, then use those crews to carry the practice.
